What is open where
A notice counts in every region its buyer named, so a contract covering two places appears in both. Regions are the ONS ones, which is what buyers publish against.

Not everything says where it is
A buyer names the region a contract covers, and some do not. Where none was published the notice is still on the site and still searchable. It simply cannot be counted on this page.
