What the buyer wrote

The Cleddau Bridge signs were installed in 2008 and 2015. Currently each device uses a 3G modem which provides inputs and outputs used to control the connected equipment. With the 3G network set to be decommissioned late 2025 it is imperative that the systems are upgraded as they will become inoperable.

Bid for this and lost? There is a short window in which the decision can be questioned.
