Commission of a Viability and Delivery Study for Dudley Sandwell Walsall and Wolverhampton Councils The four Black Country Authorities (BCAs) of Dudley, Sandwell, Walsall and Wolverhampton are seeking to commission a Viability and Delivery Study to support the preparation of the emerging Black Country Plan (BCP). The Study will provide evidence that the policies are realistic and do not undermine the delivery of the plan, in accordance with the guidance in the National Planning Policy Framework (NPPF).
