Waste collection and disposal is one of the essential services of local government - one of the few services on which everybody depends and which everybody receives All local authorities have targets set by central government to increase rates of recycling. Winchester City council has a good quality service and reasonable performance levels at present, but could and should do more to engage with the public to encourage positive behaviours and provide information to help them do so.
