What the buyer wrote

Winchester City Council is inviting applications from suitably experienced and skilled organisations, to operate a 24 hours day, 365 days a year, alarm monitoring centre for service users benefiting from its community alarm network. The Council requires a district-wide community alarm and telecare monitoring service to enable people to maintain their independence within their own home. The service is intended to provide reassurance and to summon help from nominated responders. The core service users are tenants or existing alarm customers of Winchester City Council.
