We are looking for a suitably experienced contractor(s) with expert knowledge of theory of change, outcome monitoring and impact evaluation using both quantitative and qualitative analysis to help the Commission to better evaluate and understand its impact going forward. The work will deliver impact evaluations for three completed projects that cover the Commission's different ways of working.
