What the buyer wrote

Forestry Commission England is inviting tenders for the supply of forestry services to enforcement fell or clear tree crops affected by plant health issues in support of operations such as pathogen eradication or control. This may be in an emergency outbreak situation or as part of ongoing operations on private land where landowners have failed to comply with their legal obligations under the Plant Health Act 1967 and the Plant Health (Forestry) Order 2005. The purpose of this framework contract is to have additional resource in place for contingency purposes and it may therefore not be possible to predict or guarantee work orders.
