The Authority is looking for suppliers to design an evaluation framework and to then carry out a multi-method, inter-disciplinary evaluation of Plant Health Enhanced Inspection and Surveillance. The evaluation should as far as possible determine the effectiveness of the Programme as a whole and should also inform ongoing policy and operational design and decision-making to safeguard the health of plants in Great Britain. It is considered that this project should be led by an organisation with experience in evaluation of complex policy areas.
