Lot 1 requires high quality modelling analysis to provide answer the question 'what is the marginal value of additional baseload capacity, in a future where carbon budgets are delivered and greater energy system flexibility is achievable'? The successful Contractor will consider different future scenarios to reflect uncertainties and provide results that are useful in guiding policy decisions that may affect the future technological composition (or 'mix') of capacity and energy.
