To inform an LGA-led programme of development, learning and improvement centred on the role of councils in 'reshaping financial support', building on the LGA's recently published scoping report, and a review of current literature and related programmes. To contribute to a wider narrative and evidence base about the benefits of a preventative approach to improving outcomes and reducing demand for crisis support.
