Rochdale Borough Council are looking to commission a single provider in the development of the Rochdale Change Co-operative initiative, which will initiate a major population based social movement for change. We anticipate that social marketing techniques and other behaviour change techniques will be required to make a significant shift in the conversation between public sector service providers and the public.
