This Invitation to Tender relates to young people, specifically vulnerable young people aged 13-19 (25 for those with Special Educational Needs/disabilities [SEND] and 21 for care leavers) who are, or are at risk of, not engaging in Education, Employment or Training (NEET). The government has placed a number of responsibilities on Local Authorities in relation to ensuring all young people have the tools and opportunities they need to fulfill their potential, regardless of background or life circumstances.
