What the buyer wrote

The Government's strategy to support the growth of the public service mutuals sector in England intends to ensure that those public bodies interested in considering spinning services out into public service mutuals, and, where appropriate, implementing this model, are adequately supported to do so. This contract is part of a suite of support for library authorities interested in the mutual model, and includes delivery of masterclasses, toolkits and peer support, provided by organisations with first-hand experience of the process of becoming a mutual.
