North of England Commissioning Support (NECS) are working for and on behalf of NHS Hartlepool and Stockton on Tees Clinical Commissioning Group (HaST CCG) propose to commission a Mental Health Recovery College service covering the whole of the HaST CCG locality. It is envisaged that the service will provide open access to all, regardless of whether or not they are known to mental health services and whether or not they have a diagnosed mental health condition at the time of presentation.
