ITQ079 - Provision of an Employer Liability Insurance and Support Service The Council seeks to procure an Employer Liability Insurance (ELI) and Support Service in order to provide a high standard of support to eligible Service Users who choose to take their personal budget as a Direct Payment under the Care Act 2014 (Direct Payment Recipients or DPRs) and use it to employ one or more Personal Assistants.
