1.1 Basingstoke and Deane Borough Council ("the council") is seeking to commission a professional consultancy to a) Outcome A: devise an approach and specific mechanism that identifies and brings together the components, methodology, and systems needed to establish a framework for ongoing assessment of community assets and needs.
