What the buyer wrote
The Home Office has commissioned two Concessionaires to provide Secure English Language Testing Services. The Home Office as the Contracting Authority has awarded Agreements for 2 years with options to extend for 3 x 1 year. The requirement is to assess a Candidate's competency in English Language using the Common European Framework of Reference (CEFR). The Authority believes that these services could be delivered, by SME/VCSE partly or in full in the capacity of Prime or Sub Prime contractors depending on their relevant organisational capabilities.
