Cornwall Council requires a Counselling service for ALL employees who are experiencing personal or work related mental health issues. The council requires a tiered counselling response which includes complex needs support ranging from 1-5 and a provider to support short to medium term counselling interventions. Counselling above these criteria is identified as high risk/complex (tier 5-8) and requires specialist support and will not form part of the requirements.
